工信部發布今年汽車標準化工作要點

2022年汽車標準(zhun)化工作(zuo)堅(jian)(jian)持(chi)以(yi)習近(jin)平新(xin)時代(dai)中國特色社會主義思想為指導,全面(mian)貫徹(che)黨的十九大和(he)十九屆歷次全會精神,立足新(xin)發展(zhan)(zhan)階段,完整(zheng)、準(zhun)確、全面(mian)貫徹(che)新(xin)發展(zhan)(zhan)理(li)念,按(an)照《國家標準(zhun)化發展(zhan)(zhan)綱(gang)要》《新(xin)能(neng)源汽車產業發展(zhan)(zhan)規劃(2021—2035年)》等(deng)文(wen)件(jian)要求,緊貼汽車技術發展(zhan)(zhan)趨勢和(he)行業實際需求,踐行使命擔當(dang),奮(fen)力開創汽車標準(zhun)化工作(zuo)新(xin)局(ju)面(mian),為汽車產業高質量發展(zhan)(zhan)提供(gong)堅(jian)(jian)實支撐。

一、持續完善(shan)標準頂層(ceng)設計,加強(qiang)各方統籌協調

1.健全完善汽車(che)(che)(che)技術標準體(ti)(ti)(ti)系(xi)(xi)。進一(yi)步優化(hua)汽車(che)(che)(che)行業“十(shi)四五”技術標準體(ti)(ti)(ti)系(xi)(xi),持(chi)續完善新(xin)能(neng)(neng)源汽車(che)(che)(che)、智(zhi)能(neng)(neng)網聯汽車(che)(che)(che)等(deng)重(zhong)點領域(yu)標準體(ti)(ti)(ti)系(xi)(xi)建設(she)指南,研究制(zhi)定(ding)智(zhi)能(neng)(neng)網聯汽車(che)(che)(che)測試裝備(bei)標準體(ti)(ti)(ti)系(xi)(xi),加快構建汽車(che)(che)(che)芯片(pian)標準體(ti)(ti)(ti)系(xi)(xi)。

2.統(tong)籌推進汽(qi)(qi)車標準化工作。高度重視(shi)汽(qi)(qi)車標準的交叉融合(he)問題,推動建(jian)立跨(kua)行(xing)(xing)業跨(kua)領域(yu)工作協(xie)(xie)同(tong)機(ji)制,進一(yi)步強化行(xing)(xing)業協(xie)(xie)同(tong)、上下(xia)聯動,大力推動電動汽(qi)(qi)車充電、汽(qi)(qi)車芯片、智(zhi)能(neng)網聯汽(qi)(qi)車等重點領域(yu)標準的統(tong)籌協(xie)(xie)調,不斷提(ti)升(sheng)標準工作開放性(xing)和透(tou)明度。

3.強(qiang)化標(biao)(biao)準(zhun)(zhun)全生命(ming)周期管理(li)。加強(qiang)標(biao)(biao)準(zhun)(zhun)技術來源(yuan)和(he)行業(ye)(ye)需求(qiu)研究,鼓勵行業(ye)(ye)機(ji)構、業(ye)(ye)界(jie)企業(ye)(ye)、社會(hui)公眾等提(ti)(ti)出標(biao)(biao)準(zhun)(zhun)需要(yao)(yao)和(he)意見(jian)建(jian)議(yi);持(chi)續加大標(biao)(biao)準(zhun)(zhun)宣(xuan)貫的廣度和(he)深度,通過深度解讀標(biao)(biao)準(zhun)(zhun)內容和(he)要(yao)(yao)求(qiu)支撐做好貫徹實施工(gong)作;開展重點(dian)標(biao)(biao)準(zhun)(zhun)實施效果(guo)階段性(xing)評估,立足我(wo)國政府管理(li)及產業(ye)(ye)發(fa)展趨勢持(chi)續提(ti)(ti)升標(biao)(biao)準(zhun)(zhun)質量水平。

二、加快新興領(ling)域(yu)標準研(yan)制,助(zhu)力產業轉(zhuan)型升級

5.智(zhi)(zhi)能(neng)(neng)(neng)網(wang)聯(lian)汽(qi)(qi)車(che)(che)領域(yu)。開展汽(qi)(qi)車(che)(che)軟件在(zai)線升級(ji)管(guan)理試(shi)(shi)點,組織信息(xi)(xi)安(an)(an)(an)全(quan)(quan)管(guan)理系(xi)(xi)(xi)(xi)統(tong)(tong)等(deng)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)試(shi)(shi)行驗(yan)證,完成軟件升級(ji)、整車(che)(che)信息(xi)(xi)安(an)(an)(an)全(quan)(quan)和自動(dong)駕(jia)駛數據(ju)記錄系(xi)(xi)(xi)(xi)統(tong)(tong)等(deng)強制性國家標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)的審查與報批(pi)。推(tui)動(dong)智(zhi)(zhi)能(neng)(neng)(neng)網(wang)聯(lian)汽(qi)(qi)車(che)(che)自動(dong)駕(jia)駛功(gong)能(neng)(neng)(neng)要求(qiu)、設(she)計運行條件及車(che)(che)載(zai)定位系(xi)(xi)(xi)(xi)統(tong)(tong)等(deng)L3及以上通(tong)用(yong)(yong)要求(qiu)類標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)草案編制,完成封閉場(chang)地、實際道路及模擬仿(fang)真等(deng)試(shi)(shi)驗(yan)方法(fa)類標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)的制定發布,面向L2級(ji)組合(he)駕(jia)駛輔助系(xi)(xi)(xi)(xi)統(tong)(tong)開展標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)驗(yan)證試(shi)(shi)驗(yan),有力支撐(cheng)智(zhi)(zhi)能(neng)(neng)(neng)網(wang)聯(lian)汽(qi)(qi)車(che)(che)企業及產品準(zhun)(zhun)(zhun)(zhun)(zhun)入(ru)管(guan)理工(gong)作(zuo)(zuo)。加快(kuai)推(tui)進(jin)信息(xi)(xi)安(an)(an)(an)全(quan)(quan)工(gong)程、應(ying)急響應(ying)、數據(ju)通(tong)用(yong)(yong)要求(qiu)、車(che)(che)載(zai)診斷接口、數字證書及密(mi)碼應(ying)用(yong)(yong)等(deng)安(an)(an)(an)全(quan)(quan)保障(zhang)類重(zhong)點標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)制定,進(jin)一步強化智(zhi)(zhi)能(neng)(neng)(neng)網(wang)聯(lian)汽(qi)(qi)車(che)(che)信息(xi)(xi)安(an)(an)(an)全(quan)(quan)、網(wang)絡安(an)(an)(an)全(quan)(quan)保障(zhang)體系(xi)(xi)(xi)(xi)建設(she)。優化完善車(che)(che)輛(liang)網(wang)聯(lian)功(gong)能(neng)(neng)(neng)技術標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)子(zi)體系(xi)(xi)(xi)(xi),推(tui)進(jin)基(ji)(ji)于(yu)(yu)LTE-V2X的車(che)(che)載(zai)信息(xi)(xi)交互系(xi)(xi)(xi)(xi)統(tong)(tong)、基(ji)(ji)于(yu)(yu)網(wang)聯(lian)功(gong)能(neng)(neng)(neng)的汽(qi)(qi)車(che)(che)安(an)(an)(an)全(quan)(quan)預警場(chang)景應(ying)用(yong)(yong)以及相應(ying)交互接口規范等(deng)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)的研究和立項,協(xie)同(tong)推(tui)動(dong)智(zhi)(zhi)慧城市網(wang)聯(lian)基(ji)(ji)礎設(she)施相關標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)制定,支撐(cheng)智(zhi)(zhi)能(neng)(neng)(neng)網(wang)聯(lian)汽(qi)(qi)車(che)(che)與智(zhi)(zhi)慧城市基(ji)(ji)礎設(she)施、智(zhi)(zhi)能(neng)(neng)(neng)交通(tong)系(xi)(xi)(xi)(xi)統(tong)(tong)、大(da)數據(ju)平臺(tai)等(deng)的互通(tong)互聯(lian)。分階(jie)段(duan)完成智(zhi)(zhi)能(neng)(neng)(neng)網(wang)聯(lian)汽(qi)(qi)車(che)(che)操作(zuo)(zuo)系(xi)(xi)(xi)(xi)統(tong)(tong)系(xi)(xi)(xi)(xi)列標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)制定,開展符合(he)我(wo)國交通(tong)特征的測試(shi)(shi)設(she)備等(deng)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)(zhun)研制工(gong)作(zuo)(zuo)。

6.汽車(che)(che)電(dian)(dian)子(zi)領域(yu)。完成(cheng)無(wu)線通(tong)信終端(duan)、毫米(mi)波雷達、主/被動(dong)(dong)紅外等(deng)關鍵(jian)系(xi)統(tong)部件(jian)標(biao)(biao)準(zhun)審查和(he)報(bao)批(pi),加(jia)快(kuai)推(tui)進免提(ti)通(tong)話(hua)和(he)語(yu)音交互(hu)標(biao)(biao)準(zhun)制定,啟(qi)動(dong)(dong)車(che)(che)載(zai)事(shi)故(gu)緊急呼叫系(xi)統(tong)、車(che)(che)載(zai)衛星(xing)定位系(xi)統(tong)、抬頭顯示系(xi)統(tong)、激光雷達等(deng)標(biao)(biao)準(zhun)研(yan)制立項,滿足(zu)不(bu)斷增長的車(che)(che)載(zai)電(dian)(dian)子(zi)系(xi)統(tong)標(biao)(biao)準(zhun)需(xu)求(qiu)。推(tui)進整(zheng)車(che)(che)及零部件(jian)電(dian)(dian)磁兼容基礎通(tong)用標(biao)(biao)準(zhun)修訂立項,啟(qi)動(dong)(dong)整(zheng)車(che)(che)天線系(xi)統(tong)射頻性能評價、整(zheng)車(che)(che)輻射發射限值、人體電(dian)(dian)磁曝露、車(che)(che)輛(liang)(liang)雷電(dian)(dian)效應和(he)整(zheng)車(che)(che)天線系(xi)統(tong)通(tong)信性能等(deng)標(biao)(biao)準(zhun)預研(yan)。完成(cheng)車(che)(che)輛(liang)(liang)預期功(gong)能安(an)(an)全(quan)、車(che)(che)輛(liang)(liang)功(gong)能安(an)(an)全(quan)審核及評估方法、電(dian)(dian)動(dong)(dong)汽車(che)(che)用驅動(dong)(dong)電(dian)(dian)機系(xi)統(tong)功(gong)能安(an)(an)全(quan)等(deng)標(biao)(biao)準(zhun)制定,進一步完善(shan)功(gong)能安(an)(an)全(quan)與預期功(gong)能安(an)(an)全(quan)標(biao)(biao)準(zhun)體系(xi)。

7.汽(qi)(qi)車(che)芯(xin)片(pian)領域。開(kai)展(zhan)汽(qi)(qi)車(che)企業芯(xin)片(pian)需求及(ji)汽(qi)(qi)車(che)芯(xin)片(pian)產業技術能力調研(yan),聯合集成電(dian)(dian)路、半導體器件等(deng)關聯行業研(yan)究發布汽(qi)(qi)車(che)芯(xin)片(pian)標(biao)準體系。推(tui)進MCU控(kong)制芯(xin)片(pian)、感(gan)知芯(xin)片(pian)、通信芯(xin)片(pian)、存儲芯(xin)片(pian)、安(an)全(quan)芯(xin)片(pian)、計(ji)算芯(xin)片(pian)和新能源汽(qi)(qi)車(che)專(zhuan)用芯(xin)片(pian)等(deng)標(biao)準研(yan)究和立項(xiang)。啟(qi)動(dong)汽(qi)(qi)車(che)芯(xin)片(pian)功(gong)能安(an)全(quan)、信息安(an)全(quan)、環境可靠(kao)性(xing)、電(dian)(dian)磁兼容性(xing)等(deng)通用規范(fan)標(biao)準預研(yan)。

三、強化綠色(se)技術標準引領,支撐雙碳目(mu)標實現

8.能(neng)源消(xiao)耗量(liang)(liang)領(ling)域(yu)。完成輕(qing)型、重(zhong)型商用車(che)第(di)四階段燃料消(xiao)耗量(liang)(liang)限(xian)值標(biao)(biao)準(zhun)(zhun)(zhun)征求(qiu)意見,加快推進乘(cheng)用車(che)第(di)六(liu)階段燃料消(xiao)耗量(liang)(liang)、電(dian)(dian)動(dong)(dong)汽車(che)能(neng)量(liang)(liang)消(xiao)耗量(liang)(liang)限(xian)值標(biao)(biao)準(zhun)(zhun)(zhun)制定。開(kai)展(zhan)高效(xiao)電(dian)(dian)機等乘(cheng)用車(che)循環外技術裝置評價方(fang)法標(biao)(biao)準(zhun)(zhun)(zhun)研(yan)究,啟動(dong)(dong)乘(cheng)用車(che)道(dao)路(lu)行駛能(neng)源消(xiao)耗量(liang)(liang)監測規范標(biao)(biao)準(zhun)(zhun)(zhun)預研(yan)。完成輕(qing)型汽柴油車(che)、可外接充電(dian)(dian)式混合動(dong)(dong)力電(dian)(dian)動(dong)(dong)汽車(che)和(he)純電(dian)(dian)動(dong)(dong)汽車(che)能(neng)源消(xiao)耗量(liang)(liang)標(biao)(biao)識(shi)標(biao)(biao)準(zhun)(zhun)(zhun)審查和(he)報批。

9.碳排(pai)放領(ling)域。開展道路車(che)輛(liang)溫室(shi)氣體(ti)管(guan)理通(tong)用(yong)要求、術語(yu)定義、碳中和(he)(he)實施指南等基礎通(tong)用(yong)標準研(yan)(yan)究和(he)(he)立(li)項(xiang)。推(tui)進車(che)輛(liang)生(sheng)產企(qi)業及產品碳排(pai)放及核算辦(ban)法(fa)(fa)相關標準研(yan)(yan)究和(he)(he)立(li)項(xiang)。啟(qi)動汽車(che)產品碳足(zu)跡標識、電動汽車(che)行駛條(tiao)件溫室(shi)氣體(ti)碳減排(pai)評(ping)估方(fang)法(fa)(fa)標準預研(yan)(yan)。

四、完善整(zheng)車基(ji)礎(chu)相關(guan)標(biao)準,夯實(shi)質(zhi)量提升基(ji)礎(chu)

11.傳統整車(che)(che)領域。圍繞自卸半掛(gua)車(che)(che)欄板高(gao)度(du)、45英尺集裝箱(xiang)列車(che)(che)長度(du)等內(nei)容進(jin)行調研(yan),適時啟動GB 1589《汽(qi)車(che)(che)、掛(gua)車(che)(che)及(ji)汽(qi)車(che)(che)列車(che)(che)外廓(kuo)尺寸、 軸(zhou)荷(he)及(ji)質量限值(zhi)》標(biao)(biao)準(zhun)(zhun)修訂(ding)(ding)工作。配合GB7258《機(ji)動車(che)(che)運行安全技術條件(jian)》標(biao)(biao)準(zhun)(zhun)修訂(ding)(ding),啟動空(kong)氣懸架(jia)車(che)(che)輛評價、提升(sheng)橋車(che)(che)輛技術要(yao)求(qiu)等支撐(cheng)性標(biao)(biao)準(zhun)(zhun)的研(yan)制。加快推進(jin)汽(qi)車(che)(che)列車(che)(che)性能要(yao)求(qiu)和試(shi)驗(yan)方(fang)法(fa)標(biao)(biao)準(zhun)(zhun)修訂(ding)(ding),開展(zhan)主掛(gua)自動連(lian)接、連(lian)接裝置強度(du)、貨物隔離裝置及(ji)系固點等標(biao)(biao)準(zhun)(zhun)預研(yan)。開展(zhan)3.5t以下輕型(xing)掛(gua)車(che)(che)標(biao)(biao)準(zhun)(zhun)體系研(yan)究,根據行業(ye)需求(qiu)開展(zhan)相關標(biao)(biao)準(zhun)(zhun)制修訂(ding)(ding)。推進(jin)車(che)(che)輛操控(kong)、主動降噪、結構耐久、車(che)(che)內(nei)外提示音等方(fang)面標(biao)(biao)準(zhun)(zhun)預研(yan)。

12.零(ling)(ling)部(bu)件領域(yu)。推進空氣懸架、推力桿、高(gao)度控制(zhi)閥、自動變速器(qi)、電子輔助(zhu)轉向系(xi)統(EPS)、多種類(lei)型傳感器(qi)、執行器(qi)和控制(zhi)器(qi)等關(guan)鍵零(ling)(ling)部(bu)件標準(zhun)研(yan)究與(yu)制(zhi)修訂。開展新型塑料及(ji)復合材料的車輛零(ling)(ling)部(bu)件質量標準(zhun)研(yan)究制(zhi)定(ding)。加快壓縮天(tian)然氣(CNG)汽車35MPa壓力關(guan)鍵部(bu)件等標準(zhun)升級。

五、全面深化(hua)國際交流合作,提高(gao)對外(wai)開(kai)放(fang)水平(ping)

13.加強全(quan)球(qiu)技術(shu)法(fa)(fa)規(gui)(gui)制定協(xie)(xie)調(diao)。全(quan)面(mian)跟(gen)蹤聯合(he)國世(shi)界車(che)(che)輛協(xie)(xie)調(diao)論壇(WP.29)動(dong)(dong)(dong)態及趨勢,切(qie)實履行(xing)《1998年協(xie)(xie)定書》締約國義(yi)務及自(zi)動(dong)(dong)(dong)駕(jia)駛(shi)(shi)與網(wang)聯車(che)(che)輛工作(zuo)組、電(dian)動(dong)(dong)(dong)汽(qi)車(che)(che)安全(quan)工作(zuo)小組副主席等職責,牽(qian)頭先進駕(jia)駛(shi)(shi)輔助系統(tong)部件、自(zi)動(dong)(dong)(dong)駕(jia)駛(shi)(shi)功能要求、自(zi)動(dong)(dong)(dong)駕(jia)駛(shi)(shi)測(ce)評方法(fa)(fa)、數據(ju)記(ji)錄系統(tong)、電(dian)動(dong)(dong)(dong)汽(qi)車(che)(che)安全(quan)、氫燃料(liao)電(dian)池(chi)車(che)(che)輛安全(quan)、車(che)(che)載電(dian)池(chi)耐久(jiu)性等重點(dian)法(fa)(fa)規(gui)(gui)項目規(gui)(gui)劃與研(yan)制工作(zuo),適時提(ti)(ti)出中國提(ti)(ti)案。推動(dong)(dong)(dong)1-2項中國標準進入(ru)全(quan)球(qiu)技術(shu)法(fa)(fa)規(gui)(gui)候選綱要,持續提(ti)(ti)升國際法(fa)(fa)規(gui)(gui)協(xie)(xie)調(diao)工作(zuo)的參與度與貢獻(xian)度。

14. 深度參與(yu)國際技術標準制定(ding)。切實(shi)履行國際標準化組織(zhi)道路車輛委員會(ISO/TC22)自(zi)動駕駛(shi)測試(shi)場景、車(che)載雷達特別工(gong)作(zuo)組召集人(ren)以及國際(ji)電(dian)(dian)工(gong)委員會電(dian)(dian)動車(che)輛電(dian)(dian)能傳輸系(xi)統委員會(IEC/TC69)等(deng)(deng)相(xiang)關國際(ji)標(biao)準(zhun)(zhun)項目負責(ze)人(ren)職(zhi)責(ze),加快推(tui)進自(zi)動駕駛(shi)測試(shi)場景、車(che)載毫(hao)米波(bo)雷達探測性能評價、動力(li)蓄(xu)電(dian)(dian)池系(xi)統功能安(an)全、汽車(che)電(dian)(dian)子/電(dian)(dian)氣部(bu)件傳導(dao)騷(sao)擾試(shi)驗(yan)方法(fa)等(deng)(deng)國際(ji)標(biao)準(zhun)(zhun)研究,重(zhong)點推(tui)動乘用(yong)車(che)外部(bu)保(bao)護(hu)、負壓救護(hu)車(che)、安(an)全玻璃、燃料電(dian)(dian)池汽車(che)低(di)溫冷啟動及最高速度(du)等(deng)(deng)國際(ji)標(biao)準(zhun)(zhun)立項并新(xin)建(jian)1-2個國際(ji)標(biao)準(zhun)(zhun)工(gong)作(zuo)組,持續提(ti)升中國標(biao)準(zhun)(zhun)國際(ji)化影響力(li)。

15.務(wu)實推(tui)進中外標準(zhun)(zhun)交流合作。充分利(li)用多雙邊合作機制(zhi)(zhi)與平臺,鞏固并擴大在新能源汽車、智能網聯(lian)汽車等領域的國(guo)際(ji)(ji)標準(zhun)(zhun)和(he)法(fa)規(gui)協調(diao)工作成果,共(gong)同提出國(guo)際(ji)(ji)標準(zhun)(zhun)法(fa)規(gui)提案,聯(lian)合開展相關標準(zhun)(zhun)法(fa)規(gui)制(zhi)(zhi)定活(huo)動,推(tui)動形成國(guo)際(ji)(ji)標準(zhun)(zhun)化共(gong)識(shi)。貫徹落實“一帶一路”倡議,與重(zhong)點沿線國(guo)家開展汽車標準(zhun)(zhun)化交流、培(pei)訓等活(huo)動,促進國(guo)內外標準(zhun)(zhun)化機構間的對話合作,推(tui)動中國(guo)標準(zhun)(zhun)“走出去”。匯集行業(ye)多方(fang)資源力(li)量,不斷(duan)擴充國(guo)際(ji)(ji)協調(diao)專家隊伍,實現國(guo)際(ji)(ji)協調(diao)資源共(gong)享和(he)專家有(you)序管理。
